入国規制緩和に関する首相声明
(1) Travel Exemptionについて
From 1 December 2021, fully vaccinated eligible visa holders can come to Australia without needing to apply for a travel exemption. Eligible visa holders include skilled and student cohorts, as well as humanitarian, working holiday maker and provisional family visa holders.
Under these arrangements, travellers must:
- Be fully vaccinated with a completed
- Hold a valid visa for one of the ELIGIBLE VISA SUBCLASS
- Provide proof of their vaccination status
- Present a negative COVID-19 Polymerase Chain Reaction (PCR) test taken within three days of departure.
Travellers to Australia must comply with the quarantine requirements in the state or territory of their arrival, and any other state or territory to which they plan to travel.
(2)日韓国籍者に適用されるTravel Exemptionの特別ルールについて
From 1 December 2021, Australia will also welcome back fully vaccinated citizens from Japan and the Republic of Korea. Under these arrangements, citizens of Japan and the Republic of Korea who hold a valid Australian visa will be able to travel from their home country quarantine-free to participating states and territories, without needing to seek a travel exemption.
Under these arrangements, travellers must:
- Depart from their home country
- Be fully vaccinated with a completed dosage of a vaccine approved or recognised by the TGA
- Hold a VALID Australian visa
- Provide proof of their vaccination status
- Present a negative COVID-19 PCR test taken within three days of departure.

なお Depart from their countryの要件については、DHA (Department of Home Affairs)のサイトに下記のように記載されています。
"The arrangement only applies to Japanese passport holders travelling from Japan. Eligible travellers will not need to have been in Japan for 14 days before their proposed travel.
Japanese citizens travelling from countries other than Japan are not eligible."

上記(2)のStatementは、日本国籍者の場合、特定のEligible Visaに限らず豪州入国が可能なValid Visaを保有すれば「Travel Exemption不要の豪入国」と「到着後の隔離免除（NSW/ACT/VIC）」が可能になることを述べたものです。（隔離免除のルールは国籍を問わず11月１日以降適用済み。）なおシンガポール国籍者には、日本や韓国適用と同じルールが11月20日以降先行して適用されています。https://wva-au.com/2021/11/02/singapore-australias-next-steps-to-reopening-to-the-world/
なお「Valid Visaであるが、Eligible Visaでないビザ」例えばVisitor Visaで渡豪の場合は、上記の通り日本発であることが求められます。
